Objectives/Purpose of the Job:

The Principal Engineer, Program/Project Manager will lead scope development, capital requirements, timelines, and implementation of multi-year Master Planning activities for complex business critical programs and projects aligned with the Tampa Manufacturing site priorities.

Key Activities/Responsibilities:

  1. Work with Tampa site leadership to identify and prioritize projects in support of Tampa’s business needs.

  2. Lead Program Management of the Tampa Site Master Plan. This is a multi-year, multi-million-dollar strategic plan to enhance regulatory compliance and increase manufacturing capabilities and capacities at the Tampa site.

  3. Align a group of projects and activities with Tampa’s strategic goals and maximize the collective impact of these initiatives.

  4. Provide SME knowledge in areas such as construction management, design, installation, commissioning, troubleshooting of aseptic clean rooms, process equipment, process flows, critical and non-critical utility systems in a pharmaceutical site to industry standards.

  5. Manage key stakeholders, including those involved in various projects and at the organizational level. Balance the interests and expectations of different stakeholders to align with the program's strategic objectives.

  6. Lead project managers and project engineers that are responsible for projects that fall under the program. Ensure project direction and progress is aligned with the strategic plan and deliverables of the program.

  7. Lead individual capital projects (equipment or facility improvements) within the project portfolio from initial project definition and scope development, detailed project charter/scope, risk assessment, milestone schedule, budget, resource plans, user and functional requirements, conceptual design, detailed design, risk assessment, and equipment selection through start-up, commissioning, and qualification.

  8. Drive application of industry standards and best practices.

  9. Monitor and report on the rolled-up program cost performance against plan and ensure projects are managed within budget. Provide monthly project updates to the key stakeholders.

  10. Chair regular program meetings that include periodic internal B&L project managers meetings to monitor alignment and progress to plan. Identify any risks to deliverables and develop and implement risk mitigation plans as required.

  11. Develop close working relationships with site leads and other key stakeholders to ensure alignment and balance of project resource needs with other site projects.

Qualifications/Training:

  • BS/MS Mechanical Engineering, Chemical Engineering, Material Science, Chemistry, Physics, or related discipline; 10-20 years in Engineering.

  • 10+ years of hands-on project management for large capital investments ($5M+), presentation, organizational and documentation skills.

Experience:

  • Experience with facility and equipment start-up and manufacturing in sterile cGMP pharmaceutical operations. Strong background with Sterile GMP guidelines, EU standards.

  • Project management training or certification.

  • Strong communication and interactive skills, capable of leading and directing project teams as required.

  • Demonstrated ability to work across organizational boundaries.

  • Excellent verbal, writing and computing skills. Familiar with MS Office, MS Project, CAD and Navisworks.
